The first mortgage lender, life insurance company, was unwilling to provide secondary financing for the borrower to retro fit this single tenant (Gov't) building. 

Principal Mortgage was able to obtain an interest only constuction loan allowing the complete retrofitting of this Property in order to prepare for a disposition of the asset.
